Arizona
Arizona allows licensed producers to ship up to 12 cases per year to individual adults. Shippers must remit Arizona Transaction Privilege Tax (TPT) and state excise taxes.
Arkansas
Arkansas maintains restrictive DTC laws requiring consumer on-site presence for certain shipments and strictly prohibiting deliveries into its 34 dry counties.
California
California permits direct-to-consumer wine shipping without statutory case limits under a Type 82 Direct Shipper Permit. Direct spirits shipping is authorized for qualifying licensed craft distillers under Type 94 (up to 2.25 liters/day per consumer) with statutory sunset scheduled for January 1, 2027.
Colorado
Colorado offers an open market for direct shipping of wine and spirits with no case limits, provided shippers hold an active LED direct shipper permit and remit state and home-rule city taxes.

Connecticut permits wine, cider, and spirits direct shipping under a rolling 2-month volume limitation of 5 gallons per adult consumer.
Delaware

District of Columbia
Washington D.C. allows direct shipments of wine, spirits, and cider under a 1-case monthly limit per adult consumer. Shippers must remit DC’s 10.25% alcohol tax.
Florida

Georgia

Hawaii

Louisiana
Louisiana permits wine shipments up to 12 cases annually per consumer. Wineries must hold a Louisiana ATC Direct Shipper Permit and remit parish-level sales taxes.
Maine
Maine allows out-of-state wineries to ship up to 12 cases per year to adult consumers under a BABLO Direct Shipper License.
Maryland
Maryland allows direct shipping of wine and spirits up to 18 cases annually per consumer. Direct shippers must collect and remit Maryland's 9% alcoholic beverage tax.
Massachusetts
Massachusetts permits direct-to-consumer wine shipping up to 12 cases annually per consumer under an ABCC Direct Wine Shipper License.
Michigan

Minnesota

Montana

Nebraska
Nebraska allows direct shipping of wine, spirits, and cider under a 12-case annual limit per adult consumer under an NLCC Direct Shipper License.
Nevada
Nevada allows out-of-state wineries to ship up to 12 cases annually per consumer under a Certificate of Compliance from the Nevada Department of Taxation.
New Hampshire
New Hampshire allows direct shipping of wine and spirits with a 12-case annual limit. Shippers must remit an 8% direct shipper fee on gross revenue to the NHLC.
New Jersey
New Jersey enforces a strict 250,000-gallon annual winery capacity cap. Only boutique and estate wineries producing under 250k gallons may obtain direct shipping licenses.
New Mexico

Texas permits out-of-state wineries with a TABC Direct Shipper Permit to ship up to 24 cases per calendar year (max 9 cases in any 30-day window) directly to consumers statewide, including dry areas for personal consumption under Tex. Alco. Bev. Code § 54.12. Spirits direct shipping is prohibited.
Utah
Utah strictly prohibits all direct-to-consumer alcohol shipments by common carrier. Unlawful direct shipments into Utah carry severe criminal penalties.
Vermont
Vermont allows direct shipping of wine, spirits, and craft cider up to 12 cases annually per consumer under a DLC Direct Shipper License.
Virginia
Virginia permits direct-to-consumer shipping of wine and beer up to 2 cases per month per consumer under a Virginia ABC Wine & Beer Shipper's License. Direct shipping of distilled spirits by out-of-state distilleries is prohibited.
Washington
Washington permits direct shipping for licensed wineries and distilleries. Out-of-state direct shippers must collect and remit Washington state and local retail sales tax.
West Virginia
West Virginia permits direct wine shipping up to 2 cases per month per adult under an ABCA Direct Shipper License.
Wisconsin

Wyoming
