Alabama permits licensed out-of-state wineries to ship up to 12 cases annually per consumer. Due to 26 dry counties and localized municipality rules, address-level dry precinct filtering is legally mandatory.
Alaska
Alaska allows direct shipping of wine and spirits to wet areas, but enforces strict local option bans in dozens of rural boroughs and native villages.
Arizona
Arizona allows licensed producers to ship up to 12 cases per year to individual adults. Shippers must remit Arizona Transaction Privilege Tax (TPT) and state excise taxes.
Arkansas
Arkansas maintains restrictive DTC laws requiring consumer on-site presence for certain shipments and strictly prohibiting deliveries into its 34 dry counties.
California
California permits direct-to-consumer wine shipping without statutory case limits under a Type 82 Direct Shipper Permit. Direct spirits shipping is authorized for qualifying licensed craft distillers under Type 94 (up to 2.25 liters/day per consumer) with statutory sunset scheduled for January 1, 2027.
Colorado
Colorado offers an open market for direct shipping of wine and spirits with no case limits, provided shippers hold an active LED direct shipper permit and remit state and home-rule city taxes.
Connecticut
Connecticut permits wine, cider, and spirits direct shipping under a rolling 2-month volume limitation of 5 gallons per adult consumer.
Delaware
Delaware currently prohibits direct-to-consumer common carrier shipping of alcoholic beverages from out-of-state producers. All retail sales must pass through the licensed 3-tier system.
District of Columbia
Washington D.C. allows direct shipments of wine, spirits, and cider under a 1-case monthly limit per adult consumer. Shippers must remit DC’s 10.25% alcohol tax.
Florida
Florida is a top direct shipping market. Wine and cider direct shipping is legal without statutory case limits, but containers over 1 gallon (like bulk boxes) face packaging restrictions.
Georgia
Georgia enforces a household-level cap of 12 cases annually. Wineries must hold a Special Order Shipping License and file monthly state excise and sales tax returns.
Hawaii
Hawaii regulates direct shipping through its individual county liquor commissions. A 6-case annual cap per consumer applies across all islands.
Idaho
Idaho permits wine and cider direct shipments up to 24 cases annually per consumer under an Idaho Wine Direct Shipper Permit.
Illinois
Illinois allows direct wine shipments up to 12 cases annually per consumer. Direct shippers must hold an ILCC license and remit Cook County / Chicago local beverage taxes.
Indiana
Indiana allows out-of-state wineries to ship up to 216 liters per customer annually under a Direct Wine Seller's Permit.
Iowa

Kansas
Kansas permits wine direct shipping up to 12 cases per year under a Special Order Shipping License. Shippers must remit the 8% Kansas Liquor Enforcement Tax (LET).
Kentucky
Kentucky's landmark HB 415 permits direct shipping of wine, spirits, and craft beer. Strict monthly volume limits apply and shipments to Kentucky's 11 dry counties are prohibited.
Louisiana
Louisiana permits wine shipments up to 12 cases annually per consumer. Wineries must hold a Louisiana ATC Direct Shipper Permit and remit parish-level sales taxes.
Maine
Maine allows out-of-state wineries to ship up to 12 cases per year to adult consumers under a BABLO Direct Shipper License.
Maryland
Maryland allows direct shipping of wine and spirits up to 18 cases annually per consumer. Direct shippers must collect and remit Maryland's 9% alcoholic beverage tax.
Massachusetts
Massachusetts permits direct-to-consumer wine shipping up to 12 cases annually per consumer under an ABCC Direct Wine Shipper License.
Michigan
Michigan allows generous annual direct wine shipping limits of 110 cases per household under an MLCC Direct Shipper License.
Minnesota
Minnesota allows licensed direct wine shippers to deliver up to 2 cases per year to adult consumers. Shippers must remit Minnesota sales tax and the 2.5% liquor gross receipts tax.
Mississippi
Mississippi strictly prohibits direct-to-consumer shipping of all alcoholic beverages. All spirits and wines must be imported through the Mississippi ABC state warehouse.
Missouri
Missouri permits wine direct shipping up to 2 cases per month per consumer under an ATC Direct Wine Shipper License.
Montana
Montana permits direct-to-consumer wine shipping up to 18 cases annually per consumer under a Montana Department of Revenue Direct Shipper License.
Nebraska
Nebraska allows direct shipping of wine, spirits, and cider under a 12-case annual limit per adult consumer under an NLCC Direct Shipper License.
Nevada
Nevada allows out-of-state wineries to ship up to 12 cases annually per consumer under a Certificate of Compliance from the Nevada Department of Taxation.
New Hampshire
New Hampshire allows direct shipping of wine and spirits with a 12-case annual limit. Shippers must remit an 8% direct shipper fee on gross revenue to the NHLC.
New Jersey
New Jersey enforces a strict 250,000-gallon annual winery capacity cap. Only boutique and estate wineries producing under 250k gallons may obtain direct shipping licenses.
New Mexico
New Mexico allows direct-to-consumer shipping of wine and spirits up to 2 cases per month per consumer under an ABC Direct Wine Permit.
New York
New York allows licensed out-of-state wineries to ship up to 36 cases per customer annually. Spirits DTC remains prohibited without specific state micro-distillery privileges.
North Carolina
North Carolina permits wine direct shipping under a 2-case monthly individual limit. Shipper permits must be renewed annually with the NC ABC Commission.
North Dakota
North Dakota permits direct shipping of wine, spirits, and beer under a combined Tax Commissioner Direct Shipper License with strict annual volume limits.
Ohio
Ohio enforces a household-level cap of 24 cases per year. Its extensive network of dry and damp voting precincts makes address-level FIPS compliance critical.
Oklahoma

Oregon

Pennsylvania

Rhode Island

South Carolina

South Dakota
South Dakota permits direct wine shipping up to 12 cases annually per consumer under a Wine Direct Shipper License.
Tennessee
Tennessee allows direct wine shipping under a monthly cap of 1 case and an annual cap of 3 cases per individual. Wineries must hold a TABC Direct Shipper License.
Texas
Texas permits out-of-state wineries with a TABC Direct Shipper Permit to ship up to 24 cases per calendar year (max 9 cases in any 30-day window) directly to consumers statewide, including dry areas for personal consumption under Tex. Alco. Bev. Code § 54.12. Spirits direct shipping is prohibited.
Utah
Utah strictly prohibits all direct-to-consumer alcohol shipments by common carrier. Unlawful direct shipments into Utah carry severe criminal penalties.
Vermont
Vermont allows direct shipping of wine, spirits, and craft cider up to 12 cases annually per consumer under a DLC Direct Shipper License.
Virginia
Virginia permits direct-to-consumer shipping of wine and beer up to 2 cases per month per consumer under a Virginia ABC Wine & Beer Shipper's License. Direct shipping of distilled spirits by out-of-state distilleries is prohibited.
Washington
Washington permits direct shipping for licensed wineries and distilleries. Out-of-state direct shippers must collect and remit Washington state and local retail sales tax.
West Virginia
West Virginia permits direct wine shipping up to 2 cases per month per adult under an ABCA Direct Shipper License.
Wisconsin
Wisconsin allows out-of-state wineries to ship up to 108 liters annually per consumer under a Direct Wine Shipper's Permit from the Department of Revenue.
Wyoming
Wyoming permits direct shipping of wine, spirits, and cider under a 12-case household annual limit under a Wyoming Liquor Division Out-of-State Shipper License.
