Federal TTB Permit & Formula Approval

Prerequisite to Commercial Bottling

Before submitting labels for COLA approval, your brand must hold a valid TTB Basic Permit (for Wineries/Distilleries) or Brewer’s Notice. If your beverage includes added flavors, spices, coloring, or co-fermented fruits (e.g. botanical gins, spiced rums, flavored meads), TTB requires an approved Formula Filing prior to label submission.

Key Pro-Tips:

Formulas take 10–25 business days for TTB processing; submit before finalizing label artwork.
Standard Grape Wine under 14% ABV with no added flavors does not require a formula.

TTB COLA (Certificate of Label Approval) Submission

Federal Label Mandatory Specs

Every bottle or can sold commercially across state lines requires an approved COLA via COLAs Online. TTB inspectors verify 5 mandatory label elements:

1. Brand Name & Class/Type

Must match your permit DBAs and TTB class definitions (e.g. Cabernet Sauvignon, Straight Bourbon Whiskey).

2. Government Health Warning

Exact capitalisation rules apply. Font height must be ≥ 2mm for containers > 0.5L (3mm for > 5L).

3. ABV Statement & Net Contents

Stated in Alcohol By Volume %. Net contents must use standard metric sizes (e.g. 750ml, 375ml, 1.5L).

4. Name & Address Declaration

"Bottled by [Winery Name], [City, State]" matching your federal permit location.

State Brand Registration & Direct Shipping Permits

Holding a federal COLA does not automatically grant permission to ship or sell in individual states. Most states require:

State Direct Shipper Permits: Required for direct-to-consumer (DTC) wine/spirits shipping into states like TX, NY, FL, and IL.
State Brand Registration: Uploading your federal COLA to state portals (e.g. Product Registration Online / PRO) prior to shipment.
Annual Volume Cap Compliance: Tracking gallon/case limits per individual consumer (e.g. 9L per consumer/year in Texas).
